In order to facilitate the successful achievement of its mandate, MIFOTRA is framed with an organisational structure comprising six administrative units/departments including:

Finance and Internal Resources Management Unit

Attributions of the Unit

  • To ensure the human, material and financial resources management of the ministry;
  • To work out the budget of the ministry in collaboration with the Unit having Planning in its attributions with the Ministry;
  • To carry out the budget of the Ministry;
  • To ensure proper office supplies and other materials in the Ministry;
  • To ensure a connection with the Ministry having finances in its attributions as well as the other financial institutions.

Information and Communications Technology

Aimé Hakizimana

Major responsibilities:

  • Prepare strategic and operational plans for the ICT department and ensure that all necessary ICT tools, processes and systems are in place to meet the requirements of the business and contribute to the achievement of short- and long-term goals of the Ministry.
  • Manage and provide oversight for the implementation of all ICT systems, security strategy and disaster recovery plan.
  • Ensure development, implementation and maintenance of all policies related to ICT services, including procurement, distribution and asset management.
  • Develop and manage the planning and budgeting for the ICT services to ensure that resources are used to provide best in class ICT services that are in line with organizational growth.
  • Develop sourcing strategy to ensure appropriate procedures are in place to select equipment and services vendors.
  • Oversee the implementation and maintenance of technology infrastructure in line with Institution/Ministry growth plans, and changing business requirements or technological advancements.
  • Oversee ICT special projects, including planning, scheduling, managing and progress reporting for system implementations.
  • Lead a team of professionals within own area of control. Directs and supervises subordinates to ensure they fulfill their duties in the ICT function.

Civil Service Remuneration Unit (CSRU)

The attributions of SCRU are:

  •  Implement the Public Service Pay and Retention Policy,
  • Collaboration with MINECOFIN in their Planning and Management of Wage bill,
  •  Develop and monitor allowances and benefits of Public Servants’
  • Undertake job analysis and job evaluation,
  • Develop, document and ensure a consistent review of standard job evaluation and classification methodology,
  • Develop and / or adjust salary structures for public Service,
  • Develop mechanisms to attract and retain requisite skills in Public Sector,
  • Manage and coordinate all pension and social security related issues,
  • Develop, Manage, collect data, update records and provide reports on and from the Integrated Payroll and Personnel System,
  • Undertake research on salaries, benefits, allowances, incentives and retention across the economy.
