Turashishikariza Ibigo bya Leta, Uturere, Imirenge, Utugari n’Imidugudu, turashishikariza Ibigo by’Abikorera, Amadini, Sosiyeti Sivili, turashishikariza by’umwihariko Ababyeyi n’abarera abana bamaze gukura, bakaba bamaze kuba ingimbi n’abangavu, turabashishikariza kubaremera. Kubaremera mu rwego rw’imirimo bikaba umuco nk’uko gahunda ya Girinka yabaye umuco; gahunda iremera abahinzi batari bafite amatungo.  


Leta y’u Rwanda yateganyije ingwate zigera kuri 75%  by’agaciro ka buri mushinga wajyanwa muri banki n’Urubyiruko cyangwa Abagore. Birumvikana ariko y’uko izo ngwate atari 100%. Urubyiruko, Abagore bifashishije gahunda yo Kuremera barasabwa kuzuza izo ngwate Leta yateganyije mu Kigega cya BDF kugira ngo bashobore kuzana imishinga yabo yateguwe neza, igezwe mu mabanki, ibone cya gishoro cyibanze cyaburaga.

Mu kwizihiza Umunsi Mukuru Mpuzamahanga w’Umurimo muri uyu mwaka wa 2013, turakangurira Abakoresha n’Abakozi kurushaho gufatanya kugira ngo birinde impanuka zikomoka ku kazi dore ko zidutwara ab’ingenzi mu bakozi ; tukaba duhombye inshuti,  duhombye abakozi, duhombye abacu, duhombyen’umusaruro waturukaga kuri bo.


Turanakangurira kandi Abanyarwanda n’Abaturarwanda bose gufasha abana kugana mu mashuri, bakabarinda gukoreshwa imirimo mibi, bakiga, bakarerwa bakagira ubumenyi n’ubumenyingiro byazabafasha gukora neza umurimo wabo bamaze kugera igihe cyo gukora, bamaze gukura.


Na none kandi, turamenyesha Abaturarwanda bose ko Kwizihiza Umunsi Mukuru Mpuzamahanga w’Umurimo mu Rwanda bikorerwa mu Kigo cy’imirimo, aho imirimo ikorerwa, cyaba Ikigo cya Leta, cyaba n’Ikigo cy’Abikorera cyangwa Sosiyete Sivili.


Umunsi Mukuru Mpuzamahanga w’Umurimo mu Rwanda ni umunsi wa Konji mu Rwanda hose. Ariko ntibivuze ko abantu bazirirwa baryamye cyangwa bicaye ahubwo bazasabana abandi ndetse banakore kugira ngo babone uko babakira dore ko ku mirimo imwe n’imwe haba hari n’inyungu nyinshi cyane.


Abakozi n’Abakoresha ku Munsi Mukuru Mpuzamahanga w’Umurimo bazasabana badasesagura. Bazungurana ibitekerezo ku ngamba zose zatuma umurimo bakora mu kigo bakoreramo urushaho gutanga umusaruro mwinshi. Bityo ubukungu bwa buri kigo buzamuke. Bityo ubukungu bw’Igihugu burusheho kuzamuka bwihuta cyane ku muvuduko twifuza muri iyi EDPRS II, umuvuduko wa 10.5%.


Tubonye umwanya mwiza rero wo kubifuriza Umunsi Mukuru Mwiza w’Umurimo. Umunsi Mukuru aho Abakozi n’Abakoresha bazahiga, bagahigira gukora neza kurushaho, kugira umusaruro mwinshi kurusha uwo babonye mu mwaka ushize. Uzaba n’umwanya mwiza wo gushima Abakozi barushije abandi bakozi muri buri Kigo gukora neza; kwesa imihigo yabo. Abakozi bose bazaba bahigira kuba Indashyikirwa.

Distinguished Guests,
Ladies and Gentlemen,    

On behalf of H.E The President of the Republic of Rwanda, His Excellency Paul KAGAME, It is a great honour for me to welcome you all to Rwanda and to this 9th Forum of the Commonwealth Heads of African Public Services.

Thank you for having chosen Rwanda as the venue for this Conference, and thank you for coming.

Please feel at home during your stay in Rwanda, the newest member of the Commonwealth Family, a country of a thousand Hills.
I hope you will find a few moments outside the Conference to experience our country and its surrounding beautiful hills
May I extend a special welcome to all participants who are visiting Rwanda for the first time;
Those who are already here on a return visit, welcome back.

Distinguished Ladies and Gentlemen,

On this occasion, I would like to express again our deep appreciation for being a member of the Commonwealth family since 2009. Indeed, it has been a collective act of goodwill, affirmation, and a willingness to engage on the values the Commonwealth embraces.
Rwanda will always provide its contribution to the Family well-being as we all travel far, fast and together.

It is our belief and high level political commitment that Rwanda will continue to mark its bold steps committing to the values and principles of the Commonwealth, noticeably
•    rule of law,
•    respect of human rights,
•    good governance,
•    accountability,  
•    international peace and security,
That we espouse as a nation determined to reshape its destiny after the tragic 1994 genocide against Tutsi.
Distinguished Guests,
As we discuss the theme of the Conference that is: The Whole of Government Approach to Achieving National Development Goals, it is important to consider some of the essential tools to build up capable developmental States.

First and foremost, African public services need a visionary leadership that provides a framework for an effective public service delivery focused direction. Our public services need to be aware that a responsive and effective leadership is the cornerstone in achieving national development goals through public service delivery; and hence set strategies aimed at identifying leaders who understand well their role in building capable development States.

Also at the core of an efficient and effective service delivery is the need for accountability for all in the public service. Accountability can be fostered putting in place effective disciplinary and reward system to ensure an efficient and effective service delivery to citizens.
Accountable governance in public services must be established to give citizens a framework for monitoring and assessing the implementation of programs targeted at their wellbeing.
The significance of accountability manifests to serve essentially three core purposes:
•    To control for the abuse and misuse of public authority;
•    To provide assurance in respect to the use of public resources and adherence to the law and public service values; and
•    To promote learning in pursuit of continuous improvement in governance and public management.

Excellencies,
Distinguished Ladies and Gentlemen,

New technologies can be used to directly facilitate the delivery of more tangible public services. African public services should explore Information and Communication Technologies (ICTs) as tools to minimizing service disruptions and engendering cost savings.
In Africa, ICTs have not yet been widely incorporated into strategies for improving public service delivery. And where they are used, there are generally basic applications of ICTs and a lot remains to be done to use ICTs in transforming the whole operation of government, and thus  enable it to provide citizen-centric, more efficient, effective, transparent, and accountable public services.
For example, the uses of Integrated Personnel and Payroll Information System (IPPIS), the use of ICT in the production of National Identity Cards, and the use of ICT in Immigration services, have resulted in sterling performance of e-Government in Rwanda.

Distinguished Participants,
Also worth noting is the need to engage citizens in the governance of public administration. Indeed such approach plays a critical role ensuring the legitimacy and citizen trust in services being delivered to them. Engaging citizen can be ensured through decentralization which is one of the key strategies to promote participatory governance.

However, decentralization is not a panacea. If implemented without proper planning and accountability mechanisms, decentralization can reallocate power and resources in a way that leads to power struggles and renewed conflict. Moreover, if it does not empower citizens to participate in decision-making processes so as to ensure that policies are citizen-centric, responsive and sustainable, then decentralization is not effective. How the process is managed has a great impact on its effectiveness as a tool for participation.


Distinguished Guests;
Ladies and Gentlemen;

The Government of Rwanda thinks that the involvement of all the stakeholders is a key factor for effective public service delivery. There is a need for well harmonized and coordinated actions to ensure that duplication is avoided and synergies achieved.

Appropriate mechanisms need to be put in place to ascertain that the very limited resources, particularly for our developing countries, serve for the interests of our people and maximize the satisfaction of their expectations. A forum like this provides a framework for mutual exchange on our respective experiences is expected to enable us further strides in this respect.
Much as we focus on achieving development goals, experiences have shown that results are drugged behind due to members of our communities who still suffer extreme poverty when others see livelihoods improving gradually.  
As the focus of this meeting is ultimately service delivery, our countries need to devise special strategies, where need be getting innovative and realize pro-poor programs that uplift and empower even the poor.
My expectation from this meeting is to provide you with an open forum to stimulate in each of us the responsibility to achieve what we promise to our people. Values we embrace will only find their meaning when they translate into transformation of our people’s lives.

As Commonwealth member States, let us be one another’s trampoline to overcome challenges and remove any barrier to development goals in the spirit of the theme of the present Forum.

Since our admission to the Commonwealth in 2009, Rwanda has benefited a lot in terms of gaining a solid bond of friendship and partnership amongst other Commonwealth member States, hosting different events and receiving  high level visits.

This Conference would not have been possible without the collaboration, support and hard work of various institutions working together with the Commonwealth Secretariat.

It is a great pleasure for me to welcome you at this important meeting of the 9th Forum of Commonwealth African Heads of Public Services.

It is also great pleasure for me to recognize again in our midst the presence of the Right Honourable Prime Minister of the Republic of Rwanda, Dr. HABUMUREMYI Pierre Damien.

Distinguished Ladies and Gentlemen,

Rwanda joined the Commonwealth Association in November 2009 as the 54th member of the Commonwealth. Rwanda’s official entry into the Commonwealth was marked on March 8th, 2010 when the Country’s flag was raised at Marlborough House in London.

Since our membership, Rwanda has been proud to hosting Commonwealth events and be availed the opportunity to extend its natural hospitality to brothers and sisters of the Commonwealth.

This Forum, the 9th Forum of Commonwealth African Heads of Public Services is yet another occasion of warm conviviality that has always marked the Commonwealth Family.

Distinguished Ladies and Gentlemen,

I would not wish to anticipate the discussions of the theme of this Forum that is: The Whole of Government Approach to Achieving National Development Goals. It is beyond doubt that this theme has practical relevance in African public services. Indeed, it provides an opportunity to think and rethink our respective approaches to achieving the national development goals.

However, I do hope that our discussions will help us spare enough time to experience and feel from and in the bottom of your hearts and minds the Rwandan enthusiasm and smiles.

Statement by H.E. Paul Kagame, President of the Republic of Rwanda on the occasion of Labour Day 2012

Fellow Rwandans;

I wish you all a happy Labour Day. I want to thank you for the work you do every day to advance your families, communities and our nation. Our efforts as Rwandans, in collaboration with our partners, have already started to show good results – in the past five years one million Rwandans raised themselves from poverty. But we still have more work to do together to take our nation and our people where we deserve to be.

Every year 125,000 young Rwandans enter the job market. Their talents, energy and good will have to be matched by opportunity. The Government continues to invest in ensuring that all Rwandans with good ideas can become entrepreneurs. This is why the Business Development Fund accessible all over Rwanda was created, to support Rwandans to create jobs from innovative ideas, particularly those who have difficulty accessing loans. I congratulate the winners of this year’s competition for Small and Medium Enterprises from all the Districts – you are leading the way for the development of our country.

Rwanda will be built by the hands of its citizens; we know already how far we can go when we work together. Let us continue to uphold the value of work because it goes hand in hand with dignifying ourselves and our country.

I hope you have a good day of rest and reflection.
