Since the year 1998 the Rwandan
Government embarked on an important reform
programme aiming at restructuring, Administration,
Promotion of Democracy, Good governance
and Poverty Reduction. To achieve these
Capacity Building and particularly Human
Resource Development is one of the pre-requisites
to attain, short, Medium or long-term
objectives Since then significant efforts
were continuously provided to reinforce
the efficiency of the public and private
sector by improving productivity of human
resources..
This objective constitutes one of the
principle access in the reform of public
administration where MIFOTRA remains
the main player. In order to provide
a permanent solution to the above problem,
MIFOTRA introduced Rwanda Institute
of Administration and Management RIAM,
that is mandated with the central role
in the implementation of the training
programmes in the domain of Public Administration
and Management. The RIAM was founded
by act of Law no 2501 of 19th Of April
2001 as a legal entity in Public Training
with autonomy in the fields of Management.
RIAM has two Campuses, one located in
Muhima , Kigali City and the other in
Muhanga Southern Province.
Our main strategic goal is to contribute
to our development agenda vision 2020
by strengthening the public and private
capacity building initiatives which
will serve to strengthen economic growth
and promote social inclusion.
RIAM will continue to implement positive
changes in respect of our national development
systems and processes. Key to RIAM’s
success is the application of consistent
and credible quality management tools
to ensure that all training interventions
are relevant, add value and meet client
needs.
Regarding the delivery of training,
the institute will forge a head with
its model of utilising current and former
public servants as well as a wealthy
data base of fellow Rwandans living
in the Diaspora to facilitate identified
training programmes.
RIAM will ensure that all the stumbling
blocks to Rwanda’s economic development
are turned into stepping stones and
further opportunity for growth and development
in the period a head.
