In order to facilitate the successful achievement of its mandate, MIFOTRA is framed with an organisational structure comprising four administrative units/departments including:

Unit of planning, policies and capacity building is specifically responsible for activities linked to the administrative reform, to the institutional and human resources capacity development.

Attributions of CSMD Unit

Unit of salaries and civil servants management deals with Government employees management and their salaries.

Finance and Internal Resources Management Unit
Director -UFGRI Unit

Attributions of the Unit

  • To ensure the human, material and financial resources management of the ministry;
  • To work out the budget of the ministry in collaboration with the Unit having Planning in its attributions with the Ministry;
  • To carry out the budget of the Ministry;
  • To ensure proper office supplies and other materials in the Ministry;
  • To ensure a connection with the Ministry having finances in its attributions as well as the other financial institutions.

Information and Communications Technology
Director- ICT Unit

Major responsibilities:

  • Ensuring LAN connectivity and security
  • Provision and support of a 24 hours broadband internet connection in the ministry
  • Development and/or maintenance of management information systems
  • Maintenance of ICT Equipments
  • Training and Assistance of users in utilisation of Information systems and tools
  • Active participation in elaboration of national ICT policies and plans
  • Implementation of national ICT plans.
  • Development and maintenance of ministerial website: www.mifotra.gov.rw
  • Management of ministerial mail services
