ProfileUpon independence in 1962, Rwanda had hardly any indigenous capacity capable of shouldering the new state functions and responsibilities.
Belgium, the formerly colonial power, established the “Centre Rwandais de Formation” (CRFC) after independence to alleviate the human power shortage by providing short term skill enhancement courses through refresher and on the job training courses.
The center was supported by the Belgium cooperation program until in 1987 when it was formally handed over to the Rwandan government.
The center was put under the aegis of the Ministry of public service and labour.
After the 1990-1994 war and genocide, the former center was replaced with the Rwanda Institute of Administration and Management(RIAM) with the mandate of building capacity through training, research and consultancy in management and administration so as to support the country’s development vision as well as other development effort.
Objectives -To provide training and education in administration and management for public, private sectors and civil society.
-To provide advisory and consultancy services in management and administration.
-To undertake activities of research and publication in administration and management.
-To engage in any other activities aimed at capacity building in administration and management to promote good governance to meet development needs of Rwanda.
