Youth Employment Program Objectives
-Improve youth’s access to employment
-Decrease number of youth living under the poverty line
-Coordinate activities and programs between different key actors
-Support the implementation of institutional and macro-economic policy frameworks promoting youth livelihoods
-Develop a decentralized structure promoting employment for young persons
-Monitor, evaluate and examine existing projects promoting youth employment to determine and encourage best practices
-Establish original projects aimed at increasing youth employment and employability
-Encourage youth active participation in the reduction of poverty and economic development in Rwanda
-MIFOTRA to collaborate with MIJESPOC and NYC to create a protocol by which youth are encouraged to participate in cultural and sports activities for increased access to training and resources
YOUTH EMPLOYMENT PROGRESS AND NEWS
2003 - The National Youth Council (NYC) Constitution on May 26th 2003. Its functioning is determined by law N° 24/2003 on August 14th 2003.
2004 - H.E President Paul Kagame volunteered Rwanda to become a Youth Employment Network (YEN) Lead Countries
2005 - National Action Plan Promoting Youth Employment (NAPPYE) developed
2006 - National Youth Policy endorsed by Cabinet
2006 - National Employment Policy endorsed by Cabinet
2007 - Youth Employment Steering Committee formed
2007 - Cabinet endorsed the NAPPYE March 14th 2007
2007 - Youth/Youth Employment added to the EDPRS (Youth, Sports and Culture allocated a sector)
2007 - 10 Youth institutions and 10 Women institutions rewarded at National Level by MIFOTRA for their achievement in Employment Creation. 15 rewarded at District Level in both categories. - Labour Day - May 1st 2007
2007 - Youth Employment Program created to implement the NAPPYE
2007 - Youth Forum - MIFOTRA and MIJESPOC to celebrate International Youth Day

National Employment Policy (MIFOTRA)
Purpose
That there is employment for all persons in search of work
That there is free choice of employment and each employee will have all opportunity to acquire necessary skills for their work free of any discrimination.
General Objectives
-To distribute optimally the labour force between the public sector and the private sector
-To improve individual and enterprise competitiveness
-To increase synergy between education and employment to improve work productivity
-To promote self-employment and strengthen the private sector
-To promote innovation, entrepreneurship and a saving culture.
Youth specific programs
-Career advice and guidance
-Pre-employment internships
-Vocational training programs
-Self-employment and micro-enterprise
-Rural employment development
** The National Employment Policy includes programs specific to promoting women employment and projects to support employment for persons with disabilities.
National Action Plan Promoting Youth Employment (NAPPYE) The Action Plan focuses on four key areas
-Employability through skills training and appropriate policies and programs
-Increase of self-employment potential in formal and informal sectors
-Development of agro-business
-Rural job creation via HIMO Youth Sector (MIJESPOC) Mission
-To develop and coordinate national programs for youth
-Promote and create employment opportunities for youth
-Supervise and evaluate progress in youth’s health
Objective
-To promote economic, social, intellectual, physical,
mental and moral well being of youth and put forward favorable conditions that allow youth integration in all sectors of society so that they become efficient actors in the long-term development of their country.
Main strategies
-Developing plans and programs to mobilize youth to play the role in the global development program
-Coordinating plans aimed at improving aptitude and access to economic facilities favoring youth
-Promote the integration of the Rwandan youth in the regional and international youth movement as actors and beneficiaries of the initiatives of youth and for youth.
National Youth Policy (NYP) Vision Rwandan youth are educated, entrepreneurs, critical thinkers, self-confident, responsible and able to influence their future.

-To promote the youth economic, social, cultural, intellectual and moral welfare
-To create conditions favoring youth integration in all sectors of society to encourage them to become stakeholders for sustainable development

National Youth Council (NYC)
The coordinating organ of Youth organization structures (YOS), existing at all levels of administration. It is the advocacy organ in favor of youth and therefore represented by two members of Parliament.
Youth’s Role in Rwanda’s Economic Development and Poverty Reduction Strategy (EDPRS)
Highlights
-Support youth to participate in economic and social development
-Special attention is also given to the challenges and opportunities facing young persons
-Particular emphasis will be placed on creating jobs for youth aged 16-35
-Improvements in the quality of primary and secondary schooling should increase youth employability
-TVET institutions become more relevant and effective and the curriculum matches the needs of unemployed youth to join the labour market
-The EDPRS is a framework for the private sector to implement many of the projects identified in the NAPPYE
