The mission of the Ministry of Public Service and Labour is twofold: a) To institutionalize efficiency and effectiveness in Public Service administration and management, reinforce Public Service values and principles to enhance professionalism and ethics that enable Public Service Institutions to contribute to improving the lives of the Rwandan population. b) To provide conducive environment for the creation of decent jobs and equip the workforce with vital skills to increase productivity and competitiveness for sustainable development.

MISSION

The mission of the Ministry of Public Service and Labour is to provide public institutions with efficient organization and human resources to fit the objectives of best public service delivery at low cost; and to set up a fair working environment, based on international standards of health and social security, and favourable to jobs creation and labour market development.

RESPONSIBILITIES

1. To develop, disseminate and coordinate the implementation of policies, strategies and programs;

2. To initiate laws that regulate the public service sector and related sub-sectors;

3. To build institutional and human resources capacity in the sector;

4. To monitor and evaluate the implementation of policies, strategies and programs related to the management of public servants;

5. To oversee the institutions under its supervision;

6. To mobilise resources for the development of public institutions and labour sector and related programs.

The Minister

Amb. Nkulikiyinka Christine

Minister of Public Service and Labour

Amb. Christine Nkulikiyinka was appointed Minister of Public Service and Labour on August 16, 2024. Before this role, she was the CEO of Rwanda Cooperation Initiative, a position she held since March 2022.

Hon. Amb. Christine Nkulikiyinka has been Ambassador of the Republic of Rwanda to the Nordic Countries (Sweden, Norway, Denmark, Finland and Iceland) from July 2015 to September 2021. Prior to moving to Stockholm, she served as Rwanda's Ambassador to the Federal Republic of Germany from July 2009 to July 2015. She was also concurrently accredited to the Czech Republic, the Russian Federation (2011-2013), Republic of Austria, Republic of Poland, Hungary, Slovak Republic and to Romania.

A career diplomat, she has also served in other senior positions within the Embassy of Rwanda in Germany as well as in the Rwandan Ministry of Foreign Affairs of Rwanda. Ambassador Nkulikiyinka is a German-trained marketing and human resources management expert. She holds a degree (Dipl. Betriebswirtin) from the University of Applied Sciences in Ludwigshafen.

Owing to decades-long international experience combined with her passion for languages, Amb. Nkulikiyinka is proficient in Kinyarwanda, English, French, German, and has basic knowledge in Kiswahili and Swedish. Besides diplomacy, Ambassador Nkulikiyinka dedicates considerable time to mentoring youths and is active in several charities with particular focus on women empowerment.

Permanent Secretary

Mr. Clément KABILIGI

Permanent Secretary

Mr. Clément KABILIGI is the Permanent Secretary at the Ministry of Public Service and Labour (MIFOTRA) since September 2025. Prior to this appointment, he served as the Head of Knowledge Development and Research at Imbuto Foundation, where he held various positions between 2013 and 2025. He also worked with the Digital Opportunity Trust (DOT) and the Rwanda Telecentre Network (RTN).

Clément is a Programme and Project Management professional with over a decade of experience in Programme Design, Strategic Planning, Early Childhood Development and Education Programming, Community Service, Human-Centered Design, Research and Knowledge Management among other aspects.

Clément holds a Master of Business Administration (MBA) in Project Management, and a Bachelor of Science with Honours in Biotechnology.
