KIPA Delegation paid a courtesy call to MIFOTRA

This Friday 22nd July, 2016, Dr Jung Yoon Soo; New President of the Korea Institute of Public Administration (KIPA) since November 2015 and his Delegation, paid a courtesy call on  Hon. Judith UWIZEYE, Minister of Public Service and Labour (MIFOTRA), to discuss on the Implementation status of the “lCT Supported Human Resources Development and Public Service Capacity Building Project"; a Project that is being implemented through Rwanda Management Institute (RMI).

The Project was initiated in context of existing bilateral cooperation between the Republic of Korea and the Republic of Rwanda, a Memorandum of Understanding to implement this Project was signed on February 27th, 2013 between Rwanda Management Institute (RMI) and the Korea Institute of Public Administration (KIPA), the Ministry of Public Service and Labour (MIFOTRA) being a witness thereof. This Project covers a 3 years period 2015-2017.

KIPA Delegation was received by Hon. Judith Uwizeye; Minister of Public Service and Labour and Samuel Mulindwa Permanent Secretary together with Wellars Gasamagera, RMI Director General and other MIFOTRA Officials.

Hon. Minister of Public Service and Labour commended the excellent relations between Rwanda and Korea that have resulted in various cooperation activities including the ongoing Project. She further stressed that the need for Human Resource capacity building is to enhance efficiency and effectiveness of public institutions in service delivery through ICT supported capacity building, both on supply and demand sides. She further said that this Project will help augment remarkably the annual number of trainees that pursue trainings in RMI both in quantity and in quality

Dr Jung Yoon Soo reiterated the mutual commitment to implementing the project to help deliver a sustainable model of training delivery including a knowledge transfer mechanism with tangible results to be expected very soon.

Pemanent Secretary Mulindwa told KIPA Delegation that expectations for the Project are very high since the Project will be yet a milestone achievement in capacity development for civil servants, private sector and civil society, thus a need for its timely implementation.

Dr Jung Yoon Soo appreciated the warm hospitality received in the Ministry of Public Service and Labour. He also appreciated the development of the Rwandan Public Service.

Both Parties agreed on fast track measures aimed at ensuring implementation of the project making sure that  its targets are achieved timely and promised to keep working together, exploring areas of continued cooperation, in the framework of the existing excellent relations between Rwanda and the South Korea.
