MIFOTRA LAUNCHES CHILD LABOUR CASE MANAGEMENT FRAMEWORK TO STRENGTHEN CHILD PROTECTION AGAINST CHILD LABOUR

Kigali, 21 February 2025 

The Ministry of Public Service and Labour (MIFOTRA), in collaboration with its partners, launched the Child Labour Case Management Framework to strengthen the monitoring and follow-up of children engaged in prohibited labour.

During the launch, Hon. Minister Amb. Christine Nkulikiyinka underscored the importance of a structured case management system in preventing rescued children from returning to child labour. She emphasized that all stakeholders must understand their roles and responsibilities in eliminating child labour and ensuring efficient, consistent case management.

MIFOTRA calls on the public to take an active role in combating child labour. Anyone who witnesses a child engaged in prohibited labour, as outlined in Ministerial Order No. 02/MIFOTRA/23 of 01/08/2023, is encouraged to report the case through the nearest local authority, the Rwanda Investigation Bureau (RIB) via the Toll-Free number 116, or MIFOTRA through *520#.

The Ministry also reminds the public that subjecting a child to any form of child labour is a criminal offence. Upon conviction, offenders face imprisonment of not less than two (2) years and not more than five (5) years, along with a fine ranging from 500,000 FRW to 5,000,000 FRW or one of these penalties.

If the perpetrator is a company, institution, public or private organization, or association, the fine is doubled.
