At least 2,500 workers in construction awarded certificates through Recognition Prior Learning program

The Ministry of Public Service and Labour, the Rwanda TVET Board, in collaboration with STECOMA, awarded certificates of competence to 2,500 workers within the construction sector in Rwanda. This initiative aligns with the Recognition of Prior Learning program, established by the Government to validate the expertise of individuals in the sector who lack formal educational backgrounds. The Rwanda TVET Board diligently evaluates their skills, conducts tests, and certifies the top performers.

The ceremony, held on Friday, February 16th, 2024, and officiated by Honourable Minister Jeannette Bayisenge. During the event, Minister Bayisenge expressed her appreciation for the construction sector's significant role in Rwanda's development, particularly in fostering job creation.

In her address, Minister Bayisenge urged construction companies to prioritize decent work practices. She reminded them to provide essential benefits to their employees, including employment contracts, social security contributions, health insurance, bank payments, and support for Occupational Safety and Health.

Notably, during the ceremony, some construction companies with a substantial workforce, namely NPD LTD, REAL CONSTRUCTOR, and AFRILANDSCAPE LTD, signed a collective bargaining agreement with the syndicate (STECOMA). Minister Bayisenge commended this significant step and encouraged other employers to engage actively with construction companies.

Minister Bayisenge emphasized the importance of a Collective Bargaining Agreement (CBA), defining it as a written legal contract between employers and unions representing employees. She highlighted that CBAs result from extensive negotiations covering various aspects such as wages, working hours, and terms and conditions of employment.

The Minister extended gratitude to all stakeholders involved in the program, including Enable and the Belgium Embassy in Rwanda, who provided funding for this commendable initiative.
