Decent Work Country Programme in Rwanda launched

On Thursday 22nd February, 2018, various Stakeholders convened at the Kigali Marriot Hotel to witness the launch of the Five Year Decent Work Country Programme which has been an outcome of tripartite consultations between the Government of Rwanda through the Ministry of Public Service (MIFOTRA) , the Private Sector Federation representing all Employers Organisations, and Trade Union Organisations, with the support from the International Labour Organisation (ILO).

The Program includes strategies and priorities that will contribute to the creation of more quality employment opportunities through promoting employment for youth and women; extension of social protection for all; promotion of tripartite social dialogue and rights at work.

The Decent Work Country Program was launched together with the Project for the Promotion of Decent Work in Rwanda’s Informal Economy that was elaborated in partnership with ILO with funding from the Government of Sweden.

Addressing participants, Hon. Rwanyindo Kayirangwa Fanfan, Minister of Public Service and Labour, reiterated that the Program is a complementary measure to on-going Government efforts aimed at creating more decent jobs especially for women and youth, since it is in line with the objectives pursued under the National Strategy for Transformation, the Economic Development and Poverty Reduction Strategy, National Development Goals and the broader Country Vision 2050.

She also acknowledged the support of the Government of Sweden and the International Labour Organisation (ILO), noting that such collaboration has helped achieve many of shared aspirations in promoting labour rights and employment for sustainable socio-economic developmentin Rwanda .

Appreciating the launch of the Programme, Mr. Chibebe Wellington, Director for the ILO Country Office for the United Republic of Tanzania, Kenya, Rwanda, Burundi and Uganda , Mr. Mikael Bostrom, Head of Development Cooperation at the Swedish Embassy in Rwanda, Mr. Callixte KANAMUGIRE, Deputy CEO of the Private Sector Federation and Mr. MANZI Eric, Secretary General of CESTRAR, a trade union confederation representing all Trade Unions in Rwanda all reiterated their commitment to a successful and results oriented implementation of the launched Decent Work Country Program and the Project for the Promotion of Decent Work in Rwanda’s Informal Economy, with a view to keep contributing to the promotion of labour rights and productive employment in Rwanda, leading to enhanced sustainable decent livelihoods for Rwandans.

The implementation of the Decent Work Country Programme will have a special focus on youth and women employment and as such will complement the established National Employment Program (NEP) and other national strategies that are aimed at creating 215.000 off-farm jobs per year to meet the employment needs of the labour force, influenced by demographic trends of the growing youth share of the working age population which constitutes 70%.
