Minister Rwanyindo urges employees and employers to implore collective bargaining agreement at their workplace to promote decent work and productivity

On Tuesday 7th February 2023, Hon. RWANYINDO KAYIRANGWA Fanfan, Minister of Public Services and Labour, chaired the Compliance Forum on Labour Standards with employers operating in the City of Kigali which held at Lemigo Hotel.

Participants included RUGEMANSHURO Regis, CEO of RSSB; URUJENI Martine, Vice Mayor of the City of Kigali in charge of Socio-Economic Affairs; BIRABONEYE Africain, General Secretary of CESTRAR; Districts Executive Administrators; Chief Advocacy Officer of PSF; Representatives of RIB, PSF and Employers in the City of Kigali.

In her opening remarks, Minister Rwanyindo expressed gratitude to participants and commended their active contribution in promoting decent work especially among the youth. Minister Rwanyindo reminded employers to stick on the NST1 target on job creation. She said: “we need to remember that this compliance forum comes at a critical moment when we remain with a limited time to achieve the National Target of creating at least 1,500,000 Decent and Productive jobs as stipulated in NST1.”

Minister Rwanyindo also encouraged employers to join hands in provision of workplace learning opportunities to young people to address skills gaps and unemployment through creation of decent and productive jobs. She said: “Creating jobs must be hand in hand with ensuring that created jobs are decent and productive. If we are promoting job creation with expanded access to employment contracts, banking and financial services, social security, safe workplaces and other decent work features; we are definitely sure that we are building for today and tomorrow since our collective growth is coupled with sustainability.” 

The forum also discussed on implementation status of child labour on District Umuhigo and compliance with labour law, law enforcement on Child Labour elimination; measures to increase social security coverage and collective bargaining, and  cope with issue of child labour , to establish measure that will increase the compliance of labour standards in different sectors including giving legal contracts with social security, health insurance , equity salary and others . 

While closing the forum, Minister Rwanyindo urged employers and employees to create a win-win situation through which both parties benefit.  She said: Employers need employees to increase institutions’ production. Therefore, employees have to be given a conducive environment that promotes the social dialogue and collective bargaining agreements in which both parties benefit.”

Each year, the Ministry of Public Service and Labour organizes compliance forums in all provinces and the City of Kigali. It is a platform that facilitates discussions aimed at promoting workplace compliance with labour laws and standards and mainstreams both employment and workplace learning interventions in all actors of employment ecosystem.
